According to some reports, the sudden decision of the German government took Kiev by surprise and alarmed European capitals, where they fear that such a step will undermine the unity of the EU on the Ukrainian issue.

EPF is a €20 billion special fund formed by the European Union, which covers the purchase of weapons for Ukraine, as well as the training of Ukrainian military personnel.

As it turned out from confidential documents discovered by British journalists, Berlin believes that when determining the amount of contributions, the EPF should take into account the direct military assistance that countries provide to Ukraine on a bilateral basis, including in the form of arms supplies. Germany, meanwhile, has supplied Kiev with weapons and equipment worth many billions of euros.
